WHO
ARE WE?
The Ballard/Carlisle County Alliance for Substance
Abuse Prevention (BCCASAP) serves the youth and communities within
Ballard and Carlisle County located in the western tip of Kentucky.
The area is rural, primarily agricultural, and home to slightly
over 13,000 citizens. The two primary goals of the Alliance are
(1) to establish and strengthen collaboration on ATOD (alcohol,
tobacco and other drugs) issues and problems and (2) to reduce ATOD
abuse among youth and subsequently adults by dealing directly with
ATOD problems and ramifications. The Alliance will address the impact
of tobacco, alcohol, marijuana, inhalants, and other illegal drugs
on the lives of the students in both schools systems and subsequently
have an impact on the community as a whole.
BCCASAP
is comprised of two KY-ASAP local boards.
WHAT IS KY-ASAP?
The Kentucky Agency for Substance Abuse Policy (KY-ASAP) was created
in the 2000 General Assembly to promote the reduction of alcohol,
tobacco and other drug use through the implementation of comprehensive
research-based strategies (KRS12.330).
THE STATE
BOARD
A state board comprised of 17 members appointed by the Governor
directs KY-ASAP. Thirteen of those seats are designated to representatives
of state agencies; representatives of locally organized KY-ASAP
Boards fill two seats; and two seats are filled by community-based
organizations. The goal of the KY-ASAP Sate Board is to advise the
Executive Director of the Office of Drug Control Policy on policies
necessary to implement best practices related to the prevention
and treatment of alcohol, tobacco and other drug use and abuse in
Kentucky’s communities.
LOCAL
BOARDS
KY-ASAP is a network of locally operated boards. The local boards
consist of stakeholders in each county or multi-county jurisdiction.
Following an extensive needs assessment of their community, the
local boards identify gaps in services, needs and strategies to
best utilize existing resources. The local boards also work to secure
new resources to sustain existing initiatives and create new opportunities.
The network of KY-ASAP Boards across the Commonwealth has provided
critical substance abuse prevention and treatment services to their
communities over the past few years.
The success of this strategy lies
in:
- Engaging all stakeholders in planning at the community level
- Assessing community resources and needs
- Assisting in the coordination of strategies

KNOW?
As indicated in the 2010 Health Kentuckians Report, annual health
care expenditures in Kentucky directly related to smoking are $1
billion. Combined costs of alcohol and other drug use to health
care law enforcement, motor vehicle crashes, crime and lost productivity
have been calculated at nearly $3.9 billion each year.
THE
FUNDING
Tobacco Settlement funds are allocated each budget cycle by the
General Assembly to fund KY-ASAP. Kentucky has prioritized substance
abuse prevention for use of these resources.
Additionally, in 2007 BCCASP filed for a $50,000 SPG/SIG mini-grant
through the Department for Mental Health and Mental Retardation,
to address tobacco issues of which $49,341.71 was awarded.
What
is SPF/SIG?
Kentucky has received an $11.5 million Strategic Prevention Framework
State Incentive Grant (SPF SIG) from the Center for Substance Abuse
Prevention for the purpose of preventing the onset and reducing
the progression of substance abuse in the Commonwealth. The project
name that was chosen for Kentucky’s SPF SIG is the Commonwealth
Alliance for Substance Abuse Prevention.
The five steps that comprise SAMHSA’s Strategic Prevention
Framework (SPF) will enable states and communities to build the
infrastructure necessary for effective and sustainable prevention.
The five
(5) steps are:
Assessment
Capacity
Planning
Implementation
Evaluation
Sustainability and Cultural
Competency are also two very important components
of the five steps.

Mission Statement
The mission of the Ballard/Carlisle County Alliance for Substance
Abuse Prevention (B/CCASAP) is to partner with the school systems
and communities to improve the health and safety of all Ballard/Carlisle
County youth by reducing the incidences of all substance abuse.
Vision Statement
We envision the Ballard/Carlisle communities as communities in which
the alcohol, tobacco and other drug use prevention/treatment of
our youth are adequately met by all available resources so that
we can enhance the growth and development of our youth into successful
individuals.
